Certainly if you're interested in art museums, WWII and soviet era history, there is heaps to see in Berlin. Munich is really nice too, but much more expensive (2x) than Berlin, and I personally didn't find is as interesting, although you can do day trips from there to Neuschwanstein etc. And the Bavarian countryside is really pretty too. 2.
