I have played the beta (closed and open) but didn't have the money to buy the game at the time, with the low price on the starter edition i thought i would give it a go, after downloading some of the game it gave me an option to play it while downloading (with some content unavailable for obvious reasons) and it worked ...Still stuck on creating squad. I found the fix...its your userdata folder, you have to delete it.It’s under. Documents>My Games> Rainbow six siege. You can safely delete it. I had this problem for about a day and it annoyed me so much. To fix it you have to go to your wifi router and change one of the settings. I had to switch the UPNP off and that solved the problem instantly.
